Preheat the oven to 350 degrees.
Cook the meat and onions over medium-high heat in a deep sided skillet until the meat is completely browned and the onions have begun to soften.
Drain any excess grease from the meat.
Add the diced tomatoes and drained can of corn to the skillet, and saute for 4-5 minutes.
Place a thin layer of the meat mixture into the bottom of a well greased pie or casserole dish.
Top the meat mixture with two flour tortillas.
Add another layer of meat mixture and top with ½ cup of the cheese.
Place 3 flour tortillas on top.
Add the remaining meat mixture, and bake for 20 minutes.
Remove from the oven, top with the last cup of cheese, and bake for another 10 minutes.
Let rest a few minutes before serving topped with freshly chopped green onions.
