Press all the dough into the baking pan and cover the bottom of the pan one-half inch up the sides of the pan.
Stir in the rest of the bell pepper and onion in a skillet and saute for about 2 minutes.
Layer the ground beef, tomatoes, green pepper, onions, and green chilies,
Add the sour cream mixture and top with cheddar cheese on top.
Bake for 30-35 minutes or until the edges are golden brown.
